Allies At Odds? Description: Allies at Odds is an extremely impressive and timely inquiry into the recent strains in the Transatlantic alliance. The book investigates the troubling reality that Europe and America, despite their professed similarity in goals, have increasingly drifted apart in their preferences on multilateral issues since the end of the Cold War. To explain this puzzle, Mowle deduces hypotheses from the realist, liberal institutional, and epistemic theoretical approaches and applies them to four multilateral issue areas: arms control, the global environment, human rights, and military cooperation. He finds that realism best explains the behavior of the United States and, surprisingly, of Europe as well. All serious students or international relations and practitioners of foreign policy will want to read and come to terms with the analysis presented in this concisely written and well-argued book. Randall Schweller, The Ohio State University Major Mowle`s well-researched and challenging study deals with an urgent and widely discussed problem in international relations: why, despite their professed similarity of goals, do the policy preferences of the European Union and United States diverge on so many multilateral issues? It is a model of political science analysis, involving the testing of hypotheses deriving from a range of theoretical approaches. One strength of the volume is the diverse range of case studies examined - from arms control and military cooperation to international treaties, from legal and human rights issues to scientific and environmental policy. The application to these different issues of the same methodological controls constitutes something of a tour de force. This is a volume which will appeal both to students and to the wider public. Colombia And The United States Description: Every year the United States spends millions of dollars to help the war-ravaged country of Colombia. But help it with what? In Colombia and the U.S. Mario Murillo explores the misdirected and devastating impact that U.S. military aid continues to have on the war torn-people of Colombia. Beginning with a brief history of Colombia, Murillo analyzes the complex forces driving Colombia`s current decades-old guerilla war, U.S. involvement, media perceptions, and possible paths to peace. Whether it has been the U.S.-led war against drug trafficking, the newly constituted war against terrorism, or, as we have seen over the last two years, a convenient marriage of the two, the main effect has been to allow the U.S. to further expand its role in Colombia. The foundations of Colombia`s history of institutionalized corruption, state neglect, far-reaching poverty, and political violence and how they precede by decades the introduction and expansion of the drug trade. Colombia and the U.S. argues that the conflict in Columbia is not about drugs, nor guerrillas, nor terrorism, but rather about the unwillingness of the country`s elite to open up spaces for truly democratic participation in areas of economic and social development and political representation.... Common Sense On Weapons Of Mass Destruction Description: Ambassador Graham gets past the political buzzwords to define what he believes to be the real issues of WMDs. These include the lack of basic information about what WMDs are and can do and how US policies influence their creation, stockpiling and use. He asserts that the US needs to re-assume leadership of efforts to reduce or eliminate WMD stockpiles and opportunities for use. He also believes recent US policies undermine international treaties that have, so far, kept down distribution of WMDs. He notes in particular the lack of support of the Nuclear Non-Proliferation Treaty (NPT) by the US, and how failure of the NPT will turn the lack of control of Russian nuclear material into a major disaster. Graham also believes not enough is being done to reduce the risks of WMD use or sale by volatile states such as Syria, Egypt, Iran, Israel, India, Pakistan and Libya, and that North Korea`s nuclear weapons and programs are particularly dangerous. He contrasts the actions of these so-called rogue states with the assertions of the US, Britain, France, and Russia that they have the right to use nuclear weapons regardless of their signing the NPT. Conspiracy To Murder Description: April 2004 sees the tenth anniversary of the Rwanda genocide, an event generally acknowledged to be one of the most appalling of the twentieth century and potentially avoidable. Linda Melvern`s new book, the result of a decade of investigative work, is a damning indictment of almost all the key figures and the institutions involved. It reveals how the French military trained the killers, how the US is still withholding wiretap and satellite evidence that the genocide was about to begin, how the John Major government ignored vital warnings that the genocide was planned, how much Boutros Boutros-Ghali and the French government knew prior to the genocide and how the Security Council`s shameful decision to evacuate the peacekeepers came about. In addition to these official sources, the author draws on dozens of witness statements yet to be heard at the International Criminal Tribunal, at which she will be an expert witness, and a sixty-hour confession from the prime minister in the government that presided over the genocide never before made publicly available and currently locked in the safe of the chief prosecutors at the ICT court....
